The period from 2017 to 2020 is the fine chemical industry 2.0 era; From 2021 to 2025, we will enter the 3.0 era, and the corresponding fine chemical rate should be increased to 55% by 2025; From 2025 to 2030, we will transition to Fine Chemicals 4.0, with the goal of becoming a strong country in fine chemicals. The results of the research project "Ideas and Countermeasures for the Development of the Fine Chemical Industry from 2017 to 2025" discussed in Beijing on March 26th provided detailed suggestions for the upgrading route of the fine chemical industry.
This project was commissioned by the Fine Chemical Engineering Professional Committee of the Chinese Chemical Society to be completed by Zhejiang University of Technology. According to Professor She Yuanbin from Zhejiang University of Technology, the main person in charge of the project, the overall development plan for the fine chemical industry in the future is to address the major issues of safety, environmental protection, efficiency, and high-end development faced by the industry. Starting from building a new and efficient technology system, realizing innovation at the source, integrating industrial technology innovation resources, and gathering * * * scientific and technological resources to advantageous enterprises; Intensify the innovation and development efforts of typical chemical products and complete sets of clean production processes; Establish an innovation system with enterprises as the main body, market orientation, and close integration of industry, academia, research, and application, to comprehensively enhance the technological innovation capability of the fine chemical industry; Promote industrial restructuring and product upgrading, and advance China from a major country to a strong nation in the fine chemical industry.
Under this approach, the overall goal of the plan is to break through a group of key common technologies that are "stuck", break foreign technological monopolies, strengthen the transformation and application of innovative technologies, refine existing resource products, improve resource utilization efficiency and production efficiency, reduce costs, improve product quality, reduce pollutant generation and emissions, improve economic and social benefits, and practice the concept of green development.
Among them, the main goals for industrial development in the near future are: the total output value will exceed 5 trillion yuan in 2021, with an average annual growth rate of over 15% and a refinement rate of over 50%; Cultivate 10 leading enterprises in segmented industries with an annual output value exceeding 10 billion yuan; The average annual growth rate of the industry's total export volume exceeds 20%; Upgrade and renovate 2-3 fine chemical industrial parks; Establish 10 new fine chemical technology centers to provide technical support for the overall upgrading of the industry.
To implement the planning objectives, there are four main tasks for the development of the fine chemical industry, namely: accelerating structural adjustment and improving the level of green chemical industry; Building an independent innovation platform and improving the development of high-tech; Create a distinctive industrial chain and promote the development of high-end fine chemical products; Optimize industrial layout and accelerate industrial upgrading.
The improvement of the rate of fine chemical industry is a key indicator for achieving the goal of becoming a strong country in fine chemical industry by 2030. Data shows that in 2016, China's fine chemical industry rate was only 48%, while developed economies such as the United States, the European Union, and Japan have already reached or exceeded 60%, and Switzerland has reached as high as 95%.
Academicians Duan Xue, Sun Baoguo, Peng Xiaojun, and Zheng Yuguo, who attended the seminar, all told reporters that the stagnant level of fine chemical industry in China is mainly due to insufficient technical capabilities. To break the monopoly and improve the level of the fine chemical industry as soon as possible, it is necessary to integrate the development of chemistry and chemical industry, innovate at the source, and incorporate greenness, safety, and comprehensive resource utilization into the development level assessment system.
